The City’s Export Processing and Industrial Zones Management Board estimates that by the end of 2024, the total investment capital attracted will reach 550 million USD, reaching 100% of the annual plan.
At the regular Government press conference in November on the afternoon of December 7, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan informed about the next steps in restarting the Ninh Thuan nuclear power project.
Mr. Tan said that the total investment of the nuclear power project if implemented in Ninh Thuan depends on many factors, but initially it must be up to billions of USD. The specific figure will depend on the scale, method of project implementation, technology requirements, and safety of the technology.
The Deputy Minister of Industry and Trade affirmed that the project will be implemented step by step with caution, using advanced technology and requiring increasingly high safety requirements.
According to Mr. Tan, the biggest benefits of the Ninh Thuan nuclear power project have three points. The first is to create a clean energy source, meeting the dual standards in the current trend of green development and renewable energy.
“If there is no base energy to balance the rapid development of renewable energy, it will be very dangerous. Along with nuclear power, other types of energy will ensure energy security criteria along with green energy development,” said Mr. Tan.
Second, nuclear power will contribute to providing a safe energy source for socio-economic development, not only for Ninh Thuan province but also for the whole country. In the future, with the trend of developing green energy, it is possible to aim for energy export.
Third, nuclear power will create momentum for Vietnam to move towards a high-tech foundation, especially nuclear technology, leading to an entire supporting industry and high-tech human resources for the country.
At the 8th Session, the 15th National Assembly passed a Resolution to restart the nuclear power project in Ninh Thuan to firmly ensure national energy security and sustainable development, meeting the criteria of net zero emissions by 20250 as committed at COP26.
Deputy Minister Nguyen Sinh Nhat Tan said that regarding nuclear power, the Ministry of Industry and Trade has researched, reviewed, reported to the Government, competent agencies, and recently the National Assembly has agreed on this content. The issue is how to organize the implementation.
The Government has assigned relevant ministries and the Ministry of Industry and Trade to take the lead in perfecting the legal system. At the 8th session, the National Assembly passed the Electricity Law (amended), which includes the legal corridor for nuclear power development.
The Ministry of Industry and Trade is also giving opinions on amending the Law on Atomic Energy to provide a basis for technology development and ensure safety for nuclear power development.
“Basically, we have a fairly complete legal basis for deploying nuclear power. In addition, issues of investment, construction, and safety have a foundation for deployment.
The Ministry of Industry and Trade has advised the Government to establish a Government steering committee on the nuclear power project, headed by the Prime Minister, with the Deputy Prime Minister as the permanent deputy head and members being ministers of relevant ministries and branches. At the same time, the working group will have representatives of relevant ministries and branches, with the participation of experts and scientists…”, Deputy Minister Nguyen Sinh Nhat Tan said.
In order to implement the nuclear power project, the Ministry of Industry and Trade said it will soon submit amendments to the Power Plan. This is the basic legal basis to specify the Politburo’s goals. At the same time, implementing the selection of investors, because this is an important content from the research, proposal, and construction stages.
Regarding the locality, the Ministry of Industry and Trade has asked the leaders of Ninh Thuan province to study, create a clean site, as well as gain consensus from local people to create the most favorable conditions for project implementation in Ninh Thuan.
