The state-owned enterprise sector is holding assets of nearly 4 million billion VND, owning capital accounting for 20.5% of the enterprise sector, and paying the state budget nearly 366,000 billion VND.
This morning, chairing the Government Standing Committee’s meeting with state-owned enterprises , Prime Minister Pham Minh Chinh asked state-owned enterprises to promote patriotism, have aspirations, look far and wide, think deeply and do big things, respond flexibly and effectively to the situation, grow at least 8% this year and double digits in the coming period, contributing to helping the country take off and enter a new era.
The state-owned enterprise sector is holding assets of nearly VND4 million billion, owning capital accounting for 20.5% of the enterprise sector, and paying the state budget nearly VND366,000 billion. However, the contributions of enterprises are uneven, concentrated only in a few large enterprises. In particular, in 2024, PetroVietnam continues to set many new records with total revenue exceeding VND1 million billion for the first time and striving to increase investment by at least 15% compared to 2024.
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that the situation is changing very quickly, so the thinking, methodology, approach, and way of doing of the subjects, including state-owned enterprises, must change, must be faster, more timely, more flexible, and more effective. The Prime Minister frankly pointed out that state-owned enterprises are possessing large capital sources but are not using them effectively and have not strongly promoted the country’s growth.
In the coming time, the Prime Minister emphasized “6 pioneers” with State-owned enterprises.
Firstly, pioneering in innovation, digital transformation, development and application of science and technology according to Resolution 57 of the Politburo.
Second, pioneer in making more positive and effective contributions to the three strategic breakthroughs, especially institutional breakthroughs which are the bottleneck of bottlenecks
Third, pioneering in growth breakthroughs, making practical and effective contributions to the country’s rapid, inclusive and sustainable growth and development.
Fourth, pioneering in the development of digital economy, green economy, circular economy, sharing economy, knowledge economy, in investment in research and development.
Fifth, actively take the lead in implementing social policies and social security, ensuring fairness and progress, leaving no one behind in the development process, especially in the social housing program and eliminating temporary and dilapidated houses nationwide.
Sixth, pioneer in creating goods and products with Vietnamese brands, participating in global supply chains and value chains, enhancing the value of national brands and the country’s position in leading global games.
From there, the Prime Minister suggested that businesses must consider what they can do and what they can contribute to the country; if the whole country grows at least 8%, businesses must grow at least 8%.
The Prime Minister assigned Deputy Prime Minister Ho Duc Phoc to directly direct the Ministry of Finance to complete the assignment of growth targets to enterprises before March 15.
Regarding specific tasks, the Prime Minister requested that businesses contribute to reviewing, amending and supplementing open institutions; proactively proposing mechanisms and policies that are “leverages and fulcrums” to maximize resources and develop breakthroughs. At the same time, proactively research and transfer new technologies; apply smart governance and actively participate in developing strategic infrastructure.
The Prime Minister stated that the State must be truly creative, always listen, accept, be open-minded, and handle according to its authority the problems that people and businesses reflect. If the ministries and branches do not handle or handle them slowly, businesses should report to the Prime Minister. In particular, the Prime Minister is very concerned and requires continuing to perfect policies on social housing, including policies to support housing for young people, low-income people, and workers.
Regarding the recommendations of enterprises, the Prime Minister requested ministries, branches and localities to promptly handle them with the spirit of 5 clear: clear people, clear work, clear time, clear responsibility, clear results; anyone who does not do it must be strictly punished and stand aside for others to do it.
