Add more renewable energy sources for businesses and people to participate in the public and transparent electricity market when buying and selling electricity directly.
The Government Office has issued a document conveying the Prime Minister’s instructions on handling press information reflecting on Decree 80 of the Government regulating the mechanism for direct electricity purchase and sale between renewable energy power generation units and large electricity users.
Small exporting enterprises can participate in direct electricity trading.
Previously, the press reported information about Decree No. 80 regulating the direct electricity purchase and sale mechanism between renewable energy generators and large electricity users (DPPA mechanism) that was recently issued, but only applies to 7,000 large customers.
These customers must have an average electricity consumption of 200,000kWh/month to participate in the DPPA mechanism. Meanwhile, there are tens of thousands of smaller-scale exporting enterprises that need DPPA.
Therefore, Prime Minister Pham Minh Chinh asked Deputy Prime Minister Tran Hong Ha and Deputy Prime Minister Bui Thanh Son to carefully study Power Plan 8 to add more renewable energy sources.
In particular, creating conditions for businesses and people to participate in production and consumption; participating in the public and transparent electricity market.
This is to serve green growth and export goods to markets requiring clean energy, for the 2025 dry season.
The Prime Minister also assigned Deputy Prime Minister Tran Hong Ha and Deputy Prime Minister Bui Thanh Son to co-chair a meeting with relevant agencies to promptly review and supplement Power Plan 8 in October 2024, and related accompanying documents.
No registration for renewable electricity purchase and sale yet
Informing Tuoi Tre Online , the leader of the Electricity Regulatory Authority (Ministry of Industry and Trade) said that immediately after the decree was issued (July 3), the authority coordinated with Vietnam Electricity Group (EVN) to organize a meeting to guide the implementation of the decree and provide training for interested subjects and units.
The Department has directed EVN to urgently calculate the costs of using electricity system services in 2024 and report in August. Including the cost of clearing the difference and the loss coefficient on the distribution grid in 2024. These costs will be announced for parties to evaluate the effectiveness before participating.
Up to now, relevant agencies are still coordinating to develop a set of documents guiding the implementation of Decree No. 80. At the same time, they have completed the amendment and supplementation of necessary contents for renewable energy sources to participate in the electricity market and the DPPA mechanism.
The leader of the Electricity Regulatory Authority said that through discussions with the National Electricity System and Market Operation Company Limited (NSMO) – the unit assigned to receive registrations to participate in the DPPA mechanism, up to now, this agency has not received registration documents to participate in the DPPA from the units.
