On the morning of March 16, in Vinh Phuc, DIC Group held the groundbreaking ceremony for the social housing project in Nam Vinh Yen New Urban Area.
Vinh Phuc province currently has 17 industrial parks, of which 9 have been put into operation with high occupancy rates, employing over 260,000 regular workers. Therefore, the demand for social housing is very high. To ensure the completion of the targets assigned by the Prime Minister on social housing development, since the beginning of 2025, the province has started 2 social housing projects. In addition, from now until August 2025, the province aims to start a new social housing project each month. The province strives to complete the Prime Minister’s target 1 year ahead of schedule.
The groundbreaking ceremony of the social housing project in Nam Vinh Yen New Urban Area is a step to concretize the Project “Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021-2030”; Decision No. 444/QD-TTg dated February 27, 2025 assigns the target of completing social housing in 2025 and the following years until 2030.
According to the approved planning, the scale of the social housing project in Nam Vinh Yen New Urban Area includes 38 apartment buildings 11-15 floors high, built on an area of 17.08 hectares with a total floor area of 489,166m2 and a total investment of 6,824 billion VND. The buildings are located in the center of the urban area with full infrastructure connections and convenient transportation. The project has a modern design, constructed using the semi-assembled beam floor method, using environmentally friendly materials, so the construction progress is fast and ensures quality and living space.
Speaking at the opening ceremony, Mr. Nguyen Quang Tin – General Director of DIC Group said: “Currently, DIC Group has completed the legal steps and started to invest in the first phase of 5 buildings at Lot E4-29; the next 33 buildings will be invested by DIC Group in the period of 2025 – 2030. After completion, the project will provide 5,320 apartments to the market, contributing to realizing the goal of developing social housing in Vinh Phuc province, completing the tasks assigned by the Party and the Government, meeting the urgent need for developing social housing in the locality, ensuring housing for workers as well as solving the problem of stabilizing human resources for businesses in the area”.
According to Vinh Phuc Provincial Party Secretary Dang Xuan Phong, with the direction of the Prime Minister, like many other localities, Vinh Phuc has had a strong change in thinking and approach to developing social housing. Accordingly, social housing must be prioritized first and then commercial housing, not that if commercial housing cannot be built, then social housing must be built.
Regarding the social housing project in the Nam Vinh Yen New Urban Area, the Vinh Phuc Provincial Party Secretary emphasized: “We highly appreciate and welcome the investment participation and determination of DIC Group. We also request that investors commit to completing the entire social housing project with 38 buildings, meeting 4 “musts”: must be faster, must be of better quality, must be more preferential and must be more transparent. Construction progress must be fast, housing quality must be good, prices must be preferential and must be transparent in buying and selling social housing”.
In recent times, the development and investment in social housing construction has always received attention from the Party, State, Government, Prime Minister, ministries, branches and localities.
Seriously accepting the instructions and tasks assigned by Prime Minister Pham Minh Chinh and representatives of Vinh Phuc Province’s leaders, Mr. Nguyen Quang Tin – General Director of DIC Group expressed his determination: “DIC Group would like to accept and implement the tasks and solutions on social housing development that the Prime Minister and the Provincial leaders have directed. This is a task and goal in the development orientation of our Group, a pride to contribute and demonstrate the responsibility of DIC Group to social security, to the community where DIC Group is investing”.
In the context of increasing demand for social housing, especially for low-income workers and industrial park workers, DIC Group pays special attention to accelerating the investment progress of social housing projects on 20% of residential land in urban areas invested by DIC Group. With a land fund of 54.7 hectares, DIC Group will complete the construction of the target of more than 14,000 social housing units in the 2025-2030 period and develop additional land funds to invest in the construction of 30,000 social housing units in the 2030-2035 period.
