Prime Minister Pham Minh Chinh has issued an official dispatch on: urging the acceleration of public investment disbursement in the last months of the year.

The telegram stated: the disbursement rate of public investment capital in the first 9 months of the country is estimated at 47.29% of the assigned plan, lower than the same period last year. Therefore, the Prime Minister requested ministries, central agencies and localities to: identify the disbursement of public investment capital as one of the top important political tasks; perfect institutions and policies, strengthen discipline and order, promptly remove bottlenecks and obstacles in implementation.

The Prime Minister requested: to further accelerate site clearance and construction of resettlement areas; to continue to remove difficulties related to licensing of mines and exploitation of stone, sand and soil. In particular, the Prime Minister requested: to speed up progress, reduce at least 30% of the time for administrative procedures related to disbursement of public investment capital; to tighten discipline and order, and strictly handle cases causing difficulties, obstructions and lack of responsibility; to thoroughly overcome the situation of “capital waiting for projects”.

In the telegram, the Prime Minister assigned many specific tasks to relevant ministries and branches; at the same time, requested the Prime Minister’s 7 working groups to: strengthen inspection, urge, remove difficulties and obstacles; promote disbursement of public investment capital.
