The Prime Minister has established a Steering Committee to review and remove difficulties and obstacles related to projects.
Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 13 requesting ministries, branches and localities to urgently review and fully report on investment projects with difficulties, problems and long-term backlogs in order to promptly resolve and immediately implement the projects. Recently, the Prime Minister has issued many documents directing and requesting ministries, branches and localities to focus on reviewing projects with difficulties, problems and long-term backlogs, urgently finding solutions to promptly implement the projects, contributing to promoting socio-economic development, not wasting assets and money of the State, enterprises, people and society.
To help the Prime Minister direct specific and regular tasks, the Prime Minister has established a Steering Committee to review and remove difficulties and obstacles related to projects, headed by Permanent Deputy Prime Minister Nguyen Hoa Binh.
Implementing the Prime Minister’s direction, the Ministry of Planning and Investment issued a document dated December 26, 2024 requesting ministries, ministerial-level agencies, government agencies, and People’s Committees of provinces and centrally run cities to send reports on reviewing and removing difficulties and obstacles related to projects to the Ministry of Planning and Investment before January 20, 2025. However, by February 7, 2025, only 33 localities and 9 ministries and central agencies had sent reports.
The Prime Minister also commended the above-mentioned Ministries, agencies and localities for actively performing their assigned tasks and submitting reports on time; at the same time, he criticized and requested the Ministries and 30 localities that have not submitted review reports clearly identifying individual responsibilities to report to the Prime Minister before February 17, 2025. At the same time, report the results of the review of State-owned corporations and groups to the Prime Minister before February 15, 2025.
In order to promptly remove difficulties and obstacles for projects nationwide, avoid administrative review, causing waste of resources, the Prime Minister requests: Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People’s Committees of provinces and centrally run cities to urgently review and summarize all projects with difficulties and backlogs for a long time according to the forms, no later than February 15, 2025; be responsible to the Government and the Prime Minister for the completeness and accuracy of information, content, reported data and proposals.
After February 15, if ministries, agencies and localities have not sent reports on reviewing and removing difficulties and obstacles related to projects to the Prime Minister and the Ministry of Planning and Investment, the Prime Minister will assign the Government Inspectorate to conduct inspections to consider responsibilities and strictly handle them according to the regulations of the Central Steering Committee for Anti-Corruption, Wastefulness and Negativity.
