Resolution 68: The key hinge, opening the door to private economic development

Associations and businesses highly appreciate the birth of Resolution 68 with many new points.

The private economy is the most important driving force of the economy.

The business community is very excited about the historic turning point for the private economy. Resolution 68 , recently issued by the Politburo, is considered a breakthrough to promote the development of this economic sector.

The Resolution clearly stated that the private economy will be the pioneering force promoting growth, innovation and industrialization and modernization of the country.

Resolution 68 has outlined five core guiding viewpoints, demonstrating a strong innovation in the perception of the role of the private economy. Accordingly, developing the private economy quickly, sustainably and effectively is both an urgent task and a long-term strategic one.

The goal set by 2030 is to have 2 million businesses operating, contributing 55 to 58% of GDP. Further, by 2045, there will be at least 3 million businesses, contributing over 60% of GDP and competitive enough in the region and internationally.

To achieve this goal, the Resolution sets out 8 key tasks and solutions. From perfecting legal policies, developing resources, to promoting innovation and building a strong team of entrepreneurs. Accordingly, Resolution 68 sets out many specific goals such as improving the investment environment, cutting administrative procedures and supporting innovative businesses.

Enterprises highly appreciate Resolution 68

Associations and businesses highly appreciate the birth of Resolution 68 with many new points, and also expect that the Resolution will be a key hinge, opening the door to sustainable development for the private economic sector.

Mr. Mac Quoc Anh – Vice Chairman of the Hanoi Association of Small and Medium Enterprises commented: “We highly appreciate this Resolution because this is the first time the Politburo has affirmed the important role of the private economy as the main driving force. By 2030, we will have 2 million enterprises.”

Ms. Nguyen Thi Thanh Ha – Chairwoman of the Hung Yen Provincial Business Association commented: “When there is no distinction between economic sectors such as state-owned enterprises, private enterprises or private enterprises with foreign enterprises, it will create advantages for private enterprises to be able to form joint ventures with each other to have enough capacity to participate in public investment bidding packages of the State”.

Mr. Dao Ngoc Nam – Chairman of An Viet Group Company commented: “After the recent Resolution 57, it has created a great driving force for science and technology enterprises like us to be confident in developing. Next is Resolution 68 of the Central Government creating driving force for the development of the private economy, exempting taxes for 3 years for small and medium enterprises. This will create confidence for enterprises or converting individual business households to the private economy in a more formal and official way.”

Resolution 68 is considered a boost, a driving force for the private economy. “Stories related to the determination and strength in reforming and improving the business investment environment are the most favorable things that the business community has recognized. There are still many technical stories that need to take place. But we have seen businesses recognize the change from the local level to the ministerial level with a very different mindset in the current context” – Ms. Pham Thi Ngoc Thuy – Private Economic Development Research Board said.

It can be seen that Resolution 68 – considered the most important document promoting the private economy – is not only a step forward in policy but also sets out clear requirements to improve the business environment. Many people expect to see real changes soon, so that the private economy can truly play its role as an important driving force of the economy.
